It's the lack of credible reports that make me think this won't happen.
No huge surprise for me. The way he wanted to leave as soon as it became viable, the way he played in the CL final of 09 when he seemed more preoccupied with being the one doing the shooting than helping the team, the way we’ve been used every time he was negotiating for a new contract… it all adds up for me, and I don’t think I can consider someone who merely saw us as a springboard as a legend. This would certainly cement that.

Has he ever pretended to love all these clubs and build a PR strategy around it. To me it seems that like many brazilian players, he made it clear that the only thing that matters was having fun on and off the pitch and make enough money to have his family out of poverty.Ironically, he played for Barcelona, Real Madrid, Inter and Milan.

Man City is a different deal.
Leeds, Liverpool, Arsenal...Man City just feels dirty as hell. Filthy. I'd also say that those players you've mentioned weren't considered legends for their clubs previously (maybe Owen?). They were good, no doubt.
