Yeah, I suspect there's a bit of arrogance on his part because he thinks the Qatari's will passively take it. As you say, I very much doubt he does a similar gesture in a nation like, say, Russia at the last world cup.

The odds of another fan hitting him over it definitely seem much higher at a league game than at this WC. But who knows what could happen if some person with authority saw him and got pissed, when you don't necessarily have human rights to fall back on? Not that there's any indication of that happening in that video. But it's something you should keep in mind before acting up.
