If one is just talking about disparate base intelligence within a population, then sure, short of genetic manipulation, there isn't.
But as for things to do about it there are a lot. Especially in the US's case. Again, assuming one believes that it could help.

Yes and cheap and accessible. Almost certainly what Bernie Sanders was trying to do with his free public college/university thing. He was also doing a psychological end run. When the decision to pursue a higher education is no longer about economics, you help foster pride (among other things) within the middle class.
In the US, overturning Citizens United is another huge thing that can be done. They spend oil-tanker fulls of money pushing the 'stupid 'n proud' rhetoric. (Much to the chagrin of the vast majority of 'conservatives'.)
