I believe they see it that in long run, they would eventually lose out to new money richer kids. Chelsea got their CL, and still about and around the top of PL. City and especially PSG is edging closer to a CL win. There is no stopping clubs being bought out by other states. RM, Juventus, us, Liverpool... are only able to stay at the top while still having our financial advantage over many other clubs. However, they can't sustain the spending while the owner want their share of profit. Why it kind of baffles me a little why we're so behind this. We can (in theory) compete with spending with everyone in the world bar 2/3 clubs...why are we taking that competitive advantage away? Well I know why, cos they don't care so long as the bank balance grows... But yeah, they're basically allowing clubs to catch up to us in terms of finances.
Then spending doesn't guarantee CL football, let alone successes. And spending the money wise is not easy for these money grabbers. Inflation only gets worse with more new money getting into the game. Even winning is not enough to pay for the expenses, see Barcelona as recent example.
So these guys want security. By making their own closed competitions, they have more advantage at the negotiation table with the players. If the players want to play in ESL, there are only very few spots available, so choose us or choose new money from new sugar daddy clubs.
Since performance is not harshly punished anymore, it means they have more control on the spending. If they don't feel they can get going in a specific season, they may as well not spending at all. Bottom of the ESL doesn't hurt with guaranteed inclusion. They only need to invest during the star aligning seasons, and even then it's an if for these greedy bastards. They always try to get the most profit out of the situation. If getting to the final but guaranteed losing to a superior, money then they might as well do just that to save money and improve profit margin.
So those are much more advantage in this for these clubs owners than spending money in current climate.
