Yes, but not it seems between the two clubs. According to his agent:
"The only stumbling block though, is Andrei's current club, Zenit. They are financially very stable and do not need to sell Andrei to raise funds.
Due to this, they are asking for more than is required, which is troubling my client. ...
A preliminary fee was agreed, which allowed Andrei to speak with Tottenham Hotspur. After discussing his terms with the club, Andrei was very happy and told me that Tottenham are the club he wants to play for.
Unfortunately, Zenit increased their valuation of him, which has caused a bit of a problem between the two clubs".
If accurate, it looks like Zenit are trying to hike up a previously agreed price at the last minute.
Sounds familiar.
