Referee decisions going in your favour isn't cheating, God knows arsenal have just as many go against them but nobody will ever highlight those.
When it comes to 'cheating' on field like diving and play acting, that's part and parcel of the game, I could easily get you several dive and play acting incidents from every PL winning team ever.
When we talk about City cheating, it's not that, it's years of financial doping, off shore payments, no consequences for poor spending, cheating the rules everyone else abides by to get themselves where they are now, the cheating they do brings the whole English game into disrepute, I think everyone can agree this is the worst kind of cheating probably up there with bribing referees.
