Countries are spying on each other all the time with unmanned vehicles/drones/balloons etc. The reason for the vagueness after the first one is simply down to diplomacy. You don't just start flinging accusations and threats....or reveal radar/tracking capabilities just for the fun of it. The first one was being filmed by everyday folks over heartland USA. There was an obvious need to explain exactly what was going on. Now it's all cloak and daggers, the announcement of the shoot downs are the diplomatic way of telling china (or another country) "stop doing this shit, we will now shoot them all down".
Finally you also start having government/officials shoot down anything.... university weather tracking etc because hysteria takes over. Everything becomes "a potential adversary" the political calculation comes in that if you don't shoot it down, the press will eat you alive.
Why people want to go from international espionage to "aliens" is beyond me.

It's why you'll see reports about Chinese intelligence ships straying close to Australian waters, parking SIGINT ships inside friendly ports and trying spy on South Asian governments. Actually looked into it, and bullets don't work on them, due to air pressure etc, so would very slowly leak and drop down at a much much later point in time. So expensive missile every time and the balloons that go above where the F22 operates, they'll have to come up with a method.Can the A10 actually get to that height?
