If you encroach, you can't touch the ball first. Why is this a controversial interpretation of the rule?Absolute fecking farce in Chelsea vs Dortmund. Penalty given for completely accidental handball after VAR review. Havertz duly misses it but gets a second chance for encroachment. Despite multiple Chelsea players entering the box before anyone from Dortmund. The system is flawed beyond belief.

Agree to disagree re: whether it was a penalty. For me it's not a stonewall pen but it's also not some sort of disgrace.
