What is happening at this club right now that gives you any kind of confidence there is a stable structure with solid coaches to develop young players into players that will help you contend. Has Shaw made any progress in his time here? Who has come in and improved at this club? Rashford is having a great season, but is he truly that much better than he was at 18? He's still a poor finisher, he's still making some really dumb decision, he's still incapable of being effective when he doesn't get space. Martial? Martial is really talented, but his improvements are on the same scale as Rashford, tiny. He runs a bit harder, he's learning a new position, but he's not really that much better than he was at 19 either.
McTominay is one bright source of hope for the development at this club, but he's an exception rather than the rule. Let's see how Williams and James develop but right now you can understand why anyone would be skeptical.
And Liverpool will buy stars as well now that they have become an attractive destination on the sporting level. If you're competing for the highest level, it's hard to do it with just kids you hope pan out and not looking to get some stars in as well.
United is now likely to have to go back to making stars instead of buying them because there aren't many stars pushing their way to come to United and when you see how Pogba gets treated by some of his own fanbase, I'd understand why others wouldn't either.
Also, Klopp and his coaching team has a lot to do with this transformation, I'm not seeing that kind of developmental force at United.
