I’m sure they can easily track which country an online transaction is from, but implementing such a policy from a political perspective would be a nightmare, especially with the current immigration debates about who should and shouldn't receive benefits. Even Sanders has been reluctant to get on board with Yang’s UBI type ideas. It has worked in Alaska because of the small population and natural resource that comes out of the ground but would need a lot more fleshing out when scaled to companies, data, and the politics involved.
