They have been sanctioned according to the art.23 of the disciplinary code, and what is called a transfer ban is in fact a registration ban.
Owning a player means very little, what matter is who registered the player this season.

I looked up the sanctions and regulations as well a few months back as well as the official statements. Neither the club, FIFA or CAS mention this, but all the Spanish papers do: Barca are apparently allowed to offer their players new deals, sell unwanted players and recall players out on loan. The media may very well be misinformed, but I doubt it, since this case is a huge deal for them.

Seeing as he turned down Spurs because they weren't in the CL this season, I very much doubt it.
He talked about it during the presser, especially the bit about having less travel during the summer tour. The transfer names discussed in the article are speculation by MEN.
That's the impression I get as well. He wouldn't move to a side not in the CL since he could just as well stay at PSV. If he moves, i'd imagine its United or PSG.

I think LvG really wants Depay, and I think Depay wants to come here, he has alluded to it in tweets and his relationship with LvG is well publicised, especially after last years World Cup. I think the Bale situation is the only thing that's making anyone doubt the deal will go through.

Why not? Even though it's not as strong as it once was, it's a league that allows players to develop and go elsewhere when they are better prepared for the demands. It would be a good deal.

Dutch league is especially PSV are very good for technical and tactical development of players.
I think he'd be better off playing at another Premier League club.

We must really not want Depay. He's basically there for the taking, could do the deal right now and yet still nothing. It's only a matter of time before Depay decides he'd rather be elsewhere if we're this disinterested.
We probably have a deal in place already.
This Januzaj to PSV thing shows exactly the opposite. I think we're overconfident the deal will happen and we're just doing things at our own pace.

As for Depay, people are jumping to way too many conclusions considering it's only the start of May.
