You're wrong, mate. Barca still own them, they have the players on their books. There hasn't been a single rumour about them not being able to register their loaned out players in the Spanish media, so I don't think they are losing sleep over this.
Having a player on your book is different from having a player registered.

A player must be registered at an association to play for a club
as either a professional or an amateur in accordance with the
provisions of article 2. Only registered players are eligible to
participate in organised football. By the act of registering, a
player agrees to abide by the statutes and regulations of FIFA, the
confederations and the associations.
2. A player may only be registered with one club at a time.
3. Players may be registered with a maximum of three clubs during
one season. During this period, the player is only eligible to play
offi cial matches for two clubs. As an exception to this rule, a player
moving between two clubs belonging to associations with overlapping
seasons (i.e. start of the season in summer/autumn as opposed to
winter/spring) may be eligible to play in offi cial matches for a third
club during the relevant season, provided he has fully complied with
his contractual obligations towards his previous clubs. Equally, the
provisions relating to the registration periods (article 6) as well as to the
minimum length of a contract (article 18 paragraph 2) must be respected.
4. Under all circumstances, due consideration must be given to the
sporting integrity of the competition. In particular, a player may not
play offi cial matches for more than two clubs competing in the same
national championship or cup during the same season, subject to
stricter individual competition regulations of member associations.

Having a player on your book is different from having a player registered.
The thing is, they can't register new players. Since they still own Deulofeu, Denis Suárez and Tello, it's not a problem for them.

They have been sanctioned according to the art.23 of the disciplinary code, and what is called a transfer ban is in fact a registration ban.

I looked up the sanctions and regulations as well a few months back as well as the official statements. Neither the club, FIFA or CAS mention this, but all the Spanish papers do: Barca are apparently allowed to offer their players new deals, sell unwanted players and recall players out on loan. The media may very well be misinformed, but I doubt it, since this case is a huge deal for them.

Old news, it has been reported a while back by Rik Elfrink and Thijs Slegers :p

PSV has now confirmed it, but those 2 journalists are reliable and have their sources within the club.
Would Memphis go to a club who aren't in the CL next year ?

He talked about it during the presser, especially the bit about having less travel during the summer tour. The transfer names discussed in the article are speculation by MEN.

Seeing as he turned down Spurs because they weren't in the CL this season, I very much doubt it.
That's the impression I get as well. He wouldn't move to a side not in the CL since he could just as well stay at PSV. If he moves, i'd imagine its United or PSG.

Alright, didn't catch the part were he said he's looking for players that in as his players. :) Thought it was something extra.

Yup.

I think LvG really wants Depay, and I think Depay wants to come here, he has alluded to it in tweets and his relationship with LvG is well publicised, especially after last years World Cup. I think the Bale situation is the only thing that's making anyone doubt the deal will go through.

Agreed. Dutch league would be a great place for Adnan to add a bit of consistency to his huge talent. Would love to see this exchange happen.

It would be great for Adnan. Brilliant Technical coaching into a role where he can be the main man as opposed to trying to get a place here.

Why not? Even though it's not as strong as it once was, it's a league that allows players to develop and go elsewhere when they are better prepared for the demands. It would be a good deal.

I would prefer a regular PL loan frankly.

Though Pereira and Januzaj going on loan to PSV won't be bad either.

I think he'd be better off playing at another Premier League club.

This Januzaj to PSV thing shows exactly the opposite. I think we're overconfident the deal will happen and we're just doing things at our own pace.

What makes you say that? We left Blind late as we knew we'd get him.

Yeah, but doing it so late hints we looked at other, preferable options.

As for Depay, people are jumping to way too many conclusions considering it's only the start of May.
