Kroos is a better passer than Thiago, but his one touch player, agility/speed are quite inferior to THiago.
Also, even though Thiago isn't particularly great defensively, he actually gives effort, unlike Kroos who likes to sit still and watch the opposition go right past him.

I remain a huge Thiago fan and actually think the little magician played a pretty good game today, after all and against a lot of resistance.
Why not Kimmich Thiago Vidal
I always have to think about Kroos, who was better in every single aspect and got criticised all the damn time. I am still really disappointed by Thiago´s performances, but the third spot should be up for grabs, especially when Müller is starting out wide. So Thiago certainly will get a lot of starts this season.
