Probably wary of getting sued. Stuff often gets deliberately leaked to foreign sites by the mainstream media for this reason. They can then report the report, the Ronaldo stuff being the most obvious recent example.

Der Spiegel have a history of making up news stories.
There is one known member Claas Relotius who faked news for years. He was a winner of the journo of the year as he was that good. Spiegel accepeted the blame but he fooled the whole journo community. These City news arent made up by a single reporter they are leaked by people in the know.

Which is different to no one care, surely you will agree with that, particularly when it comes from important media in the first place. Currently in France it's on L'Equipe which is one of the biggest publication in the country and I have seen it on France 3 which is a state media, there is probably a lot of other articles about it. Also in France they talk about it from the POV of Lille's current owner who is apparently the one that helped City with the scheme.

In another world, this would have actual repercussions. In reality, they’ll get a fine and perhaps be barred from signing players in the next winter transfer window allowing them to sign whoever they need during the summer.

No, PSG CEO has been elected by the ECA(the clubs) as one of their representative.

That's the thing. They are happy to brush along the edges but no English publication has the balls yet to run with the story.

We've known for years they tried to circumvent FFP rules. The only manager in the league who has consistently pulled them up on it was Wenger, who by the end gave up trying because UEFA were ineffective.

With Liverpool's luck, City finish as champions and forfeit title to second place Liverpool.

I genuinely wouldn’t be shocked if FIFA or UEFA encourage or fund these investigations by journalists so that when it comes to light they get to fine these clubs for massive figures and get their chance to suck the oil straight from the teet.

There will be zero meaningful sanctions coming from this.

By FFP rules you're automatically excluded from European competitions (equivalent to the highest FFP sanction) if you challenge UEFA on civil court, and the process can take years.

That probably explain some things, though I wouldn't be surprised if UEFA would have backed down if they were sues at a civil court. Cause as you said if the process took a few years, then when City/PSG would have won, UEFA would have needed to pay hundreds of millions of euros as compensation which would have fecked UEFA for good.

Some journalists in the UK made names for themselves over the years by printing news from questionable ‘sources’, including tapping phones and the like.

I could be wrong but since the UEFA is a confederation aren't the federations supposed to also suspend the club? I seem to remember that twist in a belgian case.

Couldn't the FA deny them a new PL license for next year if this proves to be true? I think punishment like this should be an option if a club puts this much criminal energy into hiding their revenue streams.

I don't think that is possible considering EPL is a corporation, I think 19 clubs in the EPL could kick City out of the league even though having the majority of votes if they felt that City has done damages to the league.
