Looking at transfermarkt, it states that Utd have (net) spent €532m, City €472m, Arsenal €371m, Chelsea €267m and Liverpool €218m.

Koulibaly seems to me like the perfect Rudiger replacement. Very little, if any, drop off in quality and he's old enough to not be blocking Levi Colwill's pathway.
