So basically somebody would have to price the entire All Time pool? And do it every time? People keep changing who they rate and how much over time.
I'm not sure what the upside is relative to following a picking order and applying different constraints to make the eligible pool vary a bit draft to draft.
You already have a rough budget assigned to the players.. Of course it can change and we don’t have to do it every time but it could work well if we do it from time to time. Adds a different dynamic to the game

Handful of GOATs (the usual suspects) are given point value — say:
Pele - 5
L. Ronaldo - 4
Baresi - 3
Thuram - 2
Schmeichel - 1
You have a limit of 10 points per team — you can't field a team with more than 10 GOAT points.
If you have Pele, Baresi and Thuram (and the rest of the squad filled with non-GOATs) and you want to pick Ronaldo, you have to drop both Baresi and Thuram (or Pele)

I have a feeling looking at our squad, that he set up should also be fairly easy to figure out.
