I'm a bit in disbelief that a FIFA official would say that. There's no way in hell he'd think it's acceptable or miss the onslaught of anti-racism messages in both the organisation and football generally...

IF this is what was said: I guess they weren't speaking English, and the actual word used was different.

He's romanian, I think. So he probably said "negru" which means "black" in romanian.
