For penalty kicks, why can't the rules allow for the entire available squad (11 + substitutes) to take the kicks? Why restrict it to only the playing 11? Would allow for greater involvement for some fringe players (who might be great penalty takers), and just general fun?

Actually surprised this went to penalties. I thought someone would win this is normal time. Well played to Japan. Their energy and effort was something Croatia couldn't live with. I hope the Japanese go through.

Croatia started to wake up in the second half. Young Modric and Perisic still seem to be their best bet to progressing. I’m sure they’ll win the shoot out now.

Euurgh nasty idea. Nations will start picking players just for their penalties in the tournament without ever playing in normal time.

All that does is reduce the fun - it’s more interesting agonizing over which changes a manager should make before penalties, and your idea would remove the drama of, for example, LVH subbing out his goalkeeper with a minute left of extra time.
