Who cares?
This is precisely what Balague wants - for you (and other United fans) to get outraged over his intentionally wum-ish tweets. No one would've given a crap if he said: United are going to outbid Madrid - because that's straightforward, and sedate, and a tad unbiased - and that's bad for business. Garbage tier online journalism which is preciated on clicks and exposure for monetization (especially by individual sports journalists - who are professing their opinion - as they're entitled to) relies on sensationalism, and directing the resultant outrage towards more tweets, and retweets, and embeds, and citations; because that's good for business. United-José vs City-Pep is going to be a big story, and Balague's setting up shop already, with his seemingly twisted narrative, and maybe angling towards the Madrid camp, too - in the hope that they'll provide juicy, reliable ITK info. in the future for Balague to advertise.
Start ignoring/muting the clown, and maybe he'll pipe down (not likely, has to be said).
