It is what I observed *shrug* can't remember one single top player who was transferred somewhere where he didn't want to go. Some with running contracts were refused a transfer but even that is rare.

Leaving that aside, Levy has a hate boner for United, he doesn't sell to us. He's difficult at the best of times and has blocked transfers dozens of times in recent years (he's basically infamous for making 'gentlemen's agreements' that he breaks).
He's so good at avoiding selling his best players thats its circled around to being a liability. Because you'd have to be completely stupid to join them as a stepping stone to anywhere else and they regularly have a bunch of pissed off players who want to move on. If or when he sells a player its for an extortionate amount but so late in the window that they're impossible to replace. They'll probably sell Kane 5 minutes before the end of the transfer window for an even larger amount than the numbers floating around at the minute and replace him with Weghorst or something stupid, thats how Levy rolls.
