Sure, but it'll take them at least 2-3 years to get rid of all those liabilities. Depending on how many players they can sell, they can make a few purchases but due to the situation they're currently finding themselves in, they'll have no other choice than trusting at least some of those seasoned players, limiting their possibilities to rebuild. They're also in dire need of additions, not only replacements. The Griezmann signing was a real idiocy since he's got no place in the team as long as Messi and Suarez play. Their personnel in the offense is so scarce and one limited that they can either play Dembele (always injured), Griezmann (wrong position) or Fati (17 years old) on the left wing.
They really fecked up this time. Realistically speaking, they'd need at least two seasons to get rid of the dead wood and then another two transfer windows to optimize the squad.
You can never rule out that a team like Barca accomplishes something but to really sort out all those issues and then assemble a new team, it'll take them at least five years. Compare that to Madrid's long term plan involving Vinicius, Rodrygo, Ödegaard, Reinier, Militao, Reguilon, Valverde, Ceballos, Jovic, Asensio, etc. and it's really embarrassing for Barca.
