Why are they saying 'we aren't sure if it's a terror attack' no matter who it is, they are still terrorists

Are the French team still in the stadium ? CNN just showed footage of Schneiderlin and a few others in the tunnel, but not sure if it was before or during.
Reports are that it was grenades thrown at the stadium, not bombs.
Surely, it's best to keep the spectators and players in the stadium until everything is clear?
