what's he supposed to do with his arm? Its in its natural position when it hits him - so no handball. The ball doesn't touch his hand again, but for arguments sake, if the forward movement of his arm was what cleared it he had just shifted his lower body forwards to try to clear the ball, without shifting is upper body forwards he would fall over and the ball is still live. Basic physics and under the rules that is not a handball.

If the penalty was given for the second movement after the ball had hit the arm already, then it is not a red card because there wasn´t a goal scoring opportunity any more. For me, it is a clear mistake.
It was going into the net off his arm had he not deliberately scooped it away with his arm. Of course he’s denied a clear scoring opportunity.
