There are many South American and African players in Europe that clubs take a chance on. You'll find them everywhere, including Poland or Romania and they're still earning more than they could have done back home. Restricting movement more means some of these players may never get a chance.
It can also hurt player development if the coaching isn't great wherever it is a player is from. Not only may a player end up earning less because they never get a particular move that would otherwise be available to them with less restriction, but they mightn't develop into all they could be.

I never understood why the English government refuses work permits for footballers. One good footballer in the PL would pay MILLIONS in tax throughout their time here.

I'm British and 10 years ago i went for a job. At the induction we were told it was minimum wage for 12 hour shifts plus overtime with no overtime rates and if you worked Saturday and Sunday you got a 5 quid bonus for the whole weekend. I stood up and said they were taking the piss and walked out.There's a reason why 'low-skilled immigrant workers' were so often welcomed here: they were ripe for exploitation by disgraceful, law-breaking bosses. From my own experience, I've seen foreign workers pressurised to work another 16-hour shift straight after completing an 8-hour one...and at no overtime rate.

If you combine a drop off in interest from fans outside of England with any further restrictions on foreign players and the decline in quality that would come with that and the fact that the typical football fan in Britain is going to be hit hard by the economic effects of Brexit which will almost certainly impact on matchday income, shirt sales and Sky subscription numbers, there might not be so much of this “silly money” floating around.Just speculating here but it could mean that British clubs will no longer be able to take a punt on young unknown players as it’ll be harder to get work permits. This, we’ll continue to see PL clubs paying silly money for players who are established
Countries like Spain and France who are absolutely stacked with talent would have plenty of top players who wouldn’t qualify based on international caps though.It wouldn't reduce dramatically anyway. There are special talents exemptions for the top players, measured through international caps I think. It would make it harder to sign European youngsters and mediocre crap relatively cheap. Clubs will have more impetus to develop their own players whilst other European sides from weaker leagues get to keep more of their talented youth players.
There should certainly be some sort of test to take account of talented players that cannot get international caps for reasons beyond their control. Although I do recall the FA already has such a test for Non-EU Players (That have not received international caps), hence why Willian was allowed to sign for Chelsea despite hardly playing for the Brazil NT at the time he signed.
