I haven't had concerns in ages as I'm awesome at managing player gametime - until this season when they changed the stupid rules. Under old system reviews were done at turn 10, 22 and 32 but with you mentioning you getting a concern at turn 37 it seems they've pushed everything back.
They also changed it towards the players under 90

Just to let you know they have changed the rules a few times as seen with blackburn a fecking 75, before they changed it, it was players who could improve or match the first team. also they fecked it up with no concerns being issued for ages as well
