I really have a hard time with awards like that that seem to be the sum of the titles a player got. He's not the best player at Chelsea in the CL, not the best player for Italy but he gets the POTY title. In the Euros, wasn't he the only midfielder to have started every single match in Italy's run? I don't really care if you don't rate his game, obviously a lot more of Europe do and deservedly awarded him for it. Kante could have easily taken it if France had won the Euros, aside from him Jorginho was the next best thing.

In the Euros, he started every single match because Verratti wasn't available at the start of the tournament, I thought Verratti was better in the big games near the end and Locatelli was better at the start. Donnarumma, Chiellini and Bonucci were better for me, Spinazzola and Chiesa in the games they played.
