The second yellow offence by Milner was before Salah's goal.How would Milner going off with 15 mins left have changed the scoreline? We would have gone ultra defensive like Chelsea when they had 10 men for a whole half. Our naive long ball attack and pushing up Gomez was what cost us goals. That wouldn't have happened with 10 men.
In any event Milner should have seen red for his foul on Foden in the first half. He denied a clear goal scoring opportunity whilst making no attempt to play the ball. That both the referee and the VAR officials deemed there to be no foul is laughable. Incompetent or corruption? I really don't know.
Properly refereed it's hard to see how Liverpool do any better than a draw in this game with the liklihood that it's a win for City.
