Yep. This happens with nigh on every transfer whether it's on or off. Signs point to it being on, but all we can do is wait it out. It's almost like football transfers are complicated.

City aren't bidding to get the player, they'd just be paying to get him 5 months earlier, which considering their strong position, why would they bother?
