Basically, he was trolling, and there were subtle translation issues (Russian citizen vs ethnic Russian, etc)
Doing that though would basically be admitting the guilt of those people to the nation. Also, it would bring back up the question of if a president can pardon himself... which would also be an admission of guilt. It’s a Catch-22.it’s unclear what would happen if the President was hit with charges and proceeded to pardon wherever he can to disrupt the court case.
A pardon has to be used on legitimate grounds, not as a vehicle to obstruct justice. So if Trump were to ever pardon anyone, it can't be used as a weapon against the Mueller probe.Also, he could be planning to use the obstruction of justice charge to initatiate his impeachment and then when he’s been stripped of his power, hit him with the array of serious charges when he no longer has the power of the pardon.
Obstruction of justice has already been proven to be an impeachable offense (even though a deal was cut for Nixon and it was never needed), as yet it’s unclear what would happen if the President was hit with charges and proceeded to pardon wherever he can to disrupt the court case.
