Typically, when a club submits a formal offer, they have terms agreed with the player and an offer that the player's reps would expect the player's club to expect. This doesn't necessarily mean that the transfer is done and dusted, of course, but it does mean that Leicester are in an advanced stage in obtaining Soumaré.

Cavani staying doesnt change the fact that a striker should still be our number one priority. We have had more 0 0 draws this season than any other team in the PL despite cavani being here.

Here's how I see it: Martial £40m, Andreas £10m (if we're lucky), Dalot £15m (if we're lucky), Romero free (out of contract), De Gea loan (Sanchez style, no one is paying a transfer fee AND 380k pw), Tuanzebe £10m (if we're lucky), Lindeloff £30m, Lingard £15m (last year contract).
I'm seeing 90m/110m depending on Lindeloff or Axel.
