It's hard to judge the quality of any Dutch player under a dinosaur like Van Gaal. I see his football hasn't got any less painful to watch since he left United.
Italy won the Euros (dominating most of their opponent -not Spain though- ) and made the top 4 of NL twice. They established a new world record of invincibility (37 games/ Argentina came close to equal that). In between, they missed the WC to which they would have qualified if Jorginho (one of the world's best PK takers) had scored either of the 2 PK he missed in both games against Switzerland.Italy wining last Euro is nothing different than Greece winning 2004 Euro. It wasn't on solid foundation of talent for long term success that a generation can dominate for 7-8 years. It was no surprise Italy failed to qualify the wc. Same with Germany being poor for very long time. Every now and then we hear hype of this or that is next great talent. Turns out nothing great in long term.

Yeh they had a purple patch just like Greece albeit may be little better but a purple patch nonetheless. They were not in last wc, they are not here, and for a reason. You can start with the Portuguese being notoriously big into slave trading while the Spanish "just" exploited the local peoples to extract gold and silver in Bolivia and Peru (you are a bit off with Peru being in the same bucket). That explains Brazil.
Ecuador and Colombia were part of a different (tropical) region including Venezuela so the embracing of slavery follows similar patterns to Brazil and the Caribbean. It's a trained human resource issue (there's a brilliant Dan Carlin podcast on this).
Argentina and Uruguay weren't that much into labour intensive agriculture. Their climate was more amenable to replicating Europe in South America so there was more focus on urban development, trade and military outpost, etc.
What few afrodescendents there are were "help" so a far less relevant % of the population today. Uruguay actually abolished slavery in 1815.

There is a huge difference between being the Italy of 2000s and Greece 04... The current Italian squad is not good but it is far better than Greece 2004. It's ridiculous to even insinuate otherwise. They won the Euro thanks to Donnaruma, Chiellini, Bonucci, Verratti, Barella, Chiesa. These are great players, some of them world class players. They won their group with 9 points. Pretty much. My wife is Peruvian. She pretty much told me that white South Americans act superior to darker skinned people. They have a higher social status, usually are more wealthy and live better off. Basically it’s like South Africa in many ways.In a word, racism.
