Suarez had 7 and couldn't play half the group games. Starting with game against City away on February 24th where he scored 2, he scored 18 in 21 games and had 21 assists by the end of the season. Over the course of the season Neymar was better and should probably be included but Suarez was amazing in the last 1/3rd.

Goals aren't created out of the blue. Good football leads to goals. They both scored plenty. Suarez' all round game is complete and refined. Neymar is still rusty and inconsistent in this regard.
