Good question - it's an annoying feature.

What's particularly annoying is that you can't add people to the convo yourself, after having created it. At least I don't think so.
Common sense would dictate managers add at least the max number of people possible rather than just 1.

Easiest way to do it might be to have everyone keep a main submissions conversation going with all committee members (adding those beyond the limit of 5 using the method mentioned above) - and then keep posting new submissions in said convo.
You get alerted every time a new post is made in an existing convo, unless you've mucked about with your settings/preferences.

You could consider operating with short deadlines for the snake, it's a big squad to fill, after all.
