I think that from ca. french revolution and until around 30-40 years ago it was not as ingrained in our governing/law/political/societal systems as it is today. Over time, the number of people with extreme levels of wealth has increased dramatically. If it was just a few people "lording" about and getting away with it, it would be more obvious and easier to handle. But they are now so many that there are elements of safety in numbers in this...They always have. It never stopped.
