I would say Azpilicueta initiated the contact, but Saka brought himself down and held on to Azpilicueta's arm to make it look like he was bundled over. And there wasn't enough in the initial 'challenge' for a pen, in my opinion.Why not? Made no attempt to play the ball. He wasn't even looking at the ball and wrestled the arsenal player to the floor
