I didn't have the stats, but they're bad, confirm what I was feeling watching the game.Terrible game last night from Fellaini. The only mitigation I would say is that he was frequently outnumbered in the middle by the best group of midfielders in the world. However while that was probably justification for not dominating, it didn't excuse the dreadful basic errors he made.
The number of times he received the ball in the middle, and rather than make an easy pass that was available, instead turned into trouble, was ridiculous.
A quick check of the match stats are pretty damning. Out of the 7 times he went for header with an opponent he lost 6. 6! He's the tallest man on the pitch, including goalkeepers, and he got done in the air 6 times. Out of 13 duals (jostling shoulder to shoulder for the ball) he lost 10.
I think some it is about a lack of form. However its notable that his worst performances have all come against good teams. If he gets his Everton form back then he could be a useful battering ram for the day to day battle of the Premier League. But that's about it, from what I can see.

Absolutely agree with every part of your post except him being back-up to Carrick. In his present form he should be no where near the club.It was quite painful watching him against Bayern's midfield. He just stuck out like a sore thumb with his inability to do the basics (short passes, closing player's down, first touch, following runners, positional discipline, winning aerial battles, tackling, mobility and effort in general). He generally looked like we just shoved a mediocre centre back into the heart of midfield without any instructions.
He was clearly the most at fault for their goal, but it wasn't surprising. He didn't track a runner all game and if Carrick, Vidic and Ferdinand didn't put in 9/10 performances we could have been a few down. I almost felt sorry for him at half time, everyone can see he hasn't got the technical ability to play in that position in that kind of game, which isn't his fault. However I then thought of the countless times their midfielders ghosted past him and he failed to track them or chase them, through sheer laziness, and that sympathy soon turned to anger.
It begs the question what Moyes' plan was for him: I'm assuming he was meant to be a box to box midfielder, but he lacks any of the qualities that I'd say are important to play this role. I said at the start of the season that pairing him with Carrick was suicide and starting him instead of Carrick in big games would be stupid. I still maintain that he should be a backup to give Carrick a rest when playing teams in the bottom half of the table.

I've said before in this thread that a strong manager would ship him out in the Summer. Recoup half of the fee, write off the other half and move forward with 2 new central midfielders. Interesting thought - but I imagine this place would explode if Moyes went for such an approach!
