Don't see any reasons why they shouldn't be available. With the threat of injuries (with the player being ruled out for an additional match), the first 2 round of players being blocked, the Billy No Mates rule and the limited cut off DOB, it wouldn't be too bad to open up the pool to unpicked players too. Esp since one of the objectives of the draft was to bring some of the less shiny players under the spotlight.

It's not a change in rule (not good draft practice) more a clarification of a grey area (good draft practice).
