Hence the reason why City refused to offer more than £20m when 6 months ago they offered £60m.
Had there been no other suitors, Arsenal would have had to accept £20m or nothing in the summer. Leverage due to contract running out.

I think the revisionism in the media of Mkhitaryan has been incredible. A couple of weeks ago he was a flop and a nobody, now some think Arsenal have got the better deal. He’s even the same age.
