Because usually they are not as good as the attackers. If you have the chance to get one from the best attacker, midfielder and defender in the world, more often that not, you get the attacker. Having a great attacker increases the chances of winning more than having a great keeper, defender or midfielder (in most cases). That is why, in these discussions (same as for the best player currently in the world, Ballon D'Or etc), the attacking players dominate the lists. Nothing unfair about it.

I don't think it's about goalscorers. Or at least it shouldn't be. Maradona isn't considered that by many because of merely goalscoring. It's probably because it was obvious he was a once in a few decades footballing genius. Of course application is as important. But it's hard to define genius. Like federer in tennis. You can see the gifts/the class. They stand out from a mile away.
