Probably is, they are on wages way highest than most clubs can and are willing to pay. So then they try and negotiate a lower transfer fee, which we also don't take.Every year, same story.

Apparently Christian Eriksen is their highest paid player at €185k per week. Which is what... half of what Alexis Sanchez is on now? I think they'd struggle to come to agreement salary wise, especially if they have to spend €20m on the transfer as well.Let them just pay the 20m and renegotiate his wages themselves. Those cash injections would have been in their financial projections since long ago, certainly before covid19 started, yet still couldn't afford Werner.They won the CL and now the league. I'd imagine that'd give them a lot of money..
I dont think they are in trouble.. just that they dont have the reserves of some other rich club and with the near future uncertain, they probably dont want to spend any money they dont have to.

IMO, just let him go on a free transfer. We don't earn any money on it, but we save a lot. And even this only happens if Sanchez is willing to cut his salaries in (more than?) half, or we agree to pay parts of it. If the latter is the case, we should of course demand a fee.
