While the PL is clearly much harder to win than L1, we just don't know how PSG would have fared in the PL because they don't play in it, maybe they would have won it several times. What we do actually know is that so far neither they nor City have won the Champions League which in the one competition they both compete in.

Not 100% true, acceleration/repayment clauses are customary terms but remember lenders are in the business of lending money (and earning interest). It is an invitation to replace the old credit facility with a new one. The presence of such an accelerated repayment clause does not exclude the possibility of an assumption agreement where the new owners step into the shoes of the borrower and assume the debt.
This isn't true though. United were regularly outspent for the first 10 - 15 years of the Premier League. Blackburn, Liverpool, Newcastle and even City long before the money came in outspent us.
We made smart signings, which is what we don't always do now. We also benefited enormously from our youth system, not just the class of 92 but for years after reliable, decent players came through that filled a role in the squad. The Browns, O'Sheas, Fletcher's and many others.
We may have broken transfer records, which given we were also winning the League 6/7 times out of 10 isn't out of the norm, these were one of purchases in that season and done so with a long term view in mind.
It's actually heartbreaking to think back to how we were the model club, the one every single club wanted to emulate and then to see what we have become.

Yeh that's fair. What I would say is that in most cases, the team that wins the league is also the most stable and best run club*. So I think if we transferred PSG as they have been run in France over to the UK, they'd have been quite similar to ourselves in terms of performance over that period.
*The obvious exception being Chelsea.
But with the state of the global economy currently any rearranged deal would no doubt incur much higher interest.
Ineos probably have a working relationship and preferential rates with GS and JPM. In either case we have been assured no new debt, so we have to take that at his word.

City have won because they consistently bought good players and got a great manager at a time when United were in transition. If Fergie was around, they would be lucky to have half their silverware. Also, none of their buys were galacticos.
As for PSG, they have spent absurd sums on Neymar, Mbappe, and Messi and won feck all in Europe. As have City for that matter.

City didn't take the entire setup of Barcelona but rather brought in one person from the club in the form of Txiki Begiristain. The CEO (Soriano) was fired from Barcelona and City brought him into their setup after he'd overseen the demise of Catalan Airlines.
The person who the City owners empowered was ex Nike executive, Garry Cooke. And it was through Cooke that another Nike employee, Brian Marwood was brought to the club in 2009, and he was empowered to create the foundations within the football departments at the club that would prove pivotal towards their success. The football structure at Man City was created by Brian Marwood. Txiki was only brought in because the club wanted to entice Guardiola. Txiki from what I've read about him, never had the experience to create football structures but was rather brought into setups at both Barcelona and Man City that were already developed by others.
And other clubs aren't doing anything out of the ordinary when it comes to having a well run setup. And if a prospective new owner empowers the people who run the football department via their CEO, then the chances of competing at all levels will be a real possibility.
