It's not stuck to the body. The ball isn't accidentally hitting his arm, he's using the arm to steer the ball in front of him. If he lifts up the arm and uses his body to steer the ball it won't be effective.
The refs are not supposed to call handballs if the ball hits the hand by accident and the guidelines used to determine what's an accident is the unnatural postion stuff. That doesn't apply here. The speed of the ball and the trajectory of it and the player clearly shows that he's anticipating it and using his arm to his benefit. Clear handball.
Chelsea are in bother with UEFA so if they end up with Conference League they might as reported end up cutting a deal with UEFA where they agree to miss out on European football for a season like Juve did.
