The irony is that Phil himself was an example of United going wrong. A guy with no coaching credentials, no proven record, getting a job at one of the biggest clubs in the world.
But it's clear from his comments on recruitment, that these problems were there in Fergie's latter years as well. Which makes sense because aside from RvP, the recruitment was getting worse from about 2011 onwards.

The original press release from the plc stated Arnold would stay on until the end of December to provide transitional support. Probably means nothing, but I noticed it. I wonder what changed.
Probably nothing has changed, he’s likely to stay until end of December. This is just removing him from the BoD in preparation, and getting the paperwork tidied up before the holidays.
I’d hazard a guess and say ‘providing transitional support’ could be as simple as being on the end of a phone for Stewart if he forgets the Alarm code for OT or needs help firing up the fax machine…….
