Why? Because we're still paying the 16.5m fee first mentioned in the media. The press have a habit of ignoring the payment structure of transfer fees and going with the headline sum instead.
Either that or the terms of the original deal were not clarified particularly well to the media. Regardless, hopeully it's all sorted now and we can look forward to seeing him alongside Smalling against Spain tonight!

maybe we decided to agree on this add-ons to avoid legal battle and allow a young player the comfort of a full pre-season of bedding in without any distractions. and common - 2 mil if we win the CL and 1 mil for EPL is not going to hurt us.

What a shame for Blackburn that they put a buy out clause in Jones's contract in the first place.
If they hadn't they could probably have negotiated a much higher fee.
