I think it has to affect the play if I remember from the Declan Rice example.
Basically you cant encroach and clear it but you can if you dont affect the play ie ball falls other side.

The defender cleared the ball.

It was right. It just should be implemented in every match and not selectively.

They don't retake if a defender enroaches and the penalty was scored. You only get penalised if the pen is missed, which is fair. You can't have players deliberately encroaching to force retakes.

VAR can be very very annoying indeed but for me it wouldn't be if the same level of analyzing was applied in every single game, by all the refs but it just won't ever happen

I think (though I'm not certain) encroachment will only be penalised if the encroaching player gets involved in play. I'm pretty sure I remember reading that was the rule earlier in the summer.
