I don't think they deem him necessary at the moment. Their need in midfield is more defensively orientated, and Verratti would fit that to a tee.

Just last year Iker Cassillas' agent Santos Marquez claimed that Perez 'does not like' black players but also insisted that he's not racist.

Except all those were selling clubs except maybe us. PSG isnt a selling club. Even if Barca were willing to offer £100m, thats like pocket money for those guys. Whats there incentive to sell? They are also building a team to win the Champions League, so why would they strengthen a rival? And Verratti's contract isnt an issue either. He still has 4 years to run.
