A lot of people get their feelings hurt these days, over the slightest criticism. Freedom of speech doesn't exist in the UK and certainly not as far the FA are concerned, and they want to protect their little feelings.The FA are happy as things are. Managers come out with petty remarks about their staff and they end up getting fined a lot of money - it may not seem much in the football world but it is for the FA, especially if it occurs as often as it does. Managers or clubs will usually always pay as well without question.
If the FA want a real deterrent then they should deduct points for remarks about officials.
Imho, I think referees and officials should be freely criticised by managers. It should be part of the job - taking abit of stick every now and then. The censorship on comments regarding officials is abit backwards. What is the actual reason for these fines and bans? Is it to stop the officials getting offended?

I don't mind if Jose gets banned, as long as other managers are subject to the same sanctions. To ignore the double standard, or pretend it doesn't exist, as you are doing, is more blinkered than venting frustrations as some on this forum are doing. Justified frustrations, I might add, when we see other managers saying and doing as they please with no repercussions.
Next time Mo is asked about refs he's response should be:
'Didn't you here? It's a zoo out there!'
