Perez only had one set of softs. He used the other in the sprint race. It’s what they used earlier in the weekend and/or brought to the race but they didn’t realise until it’s too late with the limited practice sessions in a sprint weekend.That's poor from Red Bull and Perez you mean. I think if he was within ~1s Max should have given him the points but any more than that and it'd be too risky to even bother.
Perez had a clean race with no damage or penalties and in the end got outdriven by both Mercedes and both Ferraris, even though one of each had damage. Really he just has to look at himself and try to work out why he's so poor at the classic purpose built circuits like Interlagos, Spa etc.
