New signings include Diego Capel, Nedum Onuoha and a couple of centre mids to bulk up that area. Some good results in pre season so far too, I'm pretty hopeful of my chances of at least making the playoffs in Div 3 this coming season.

Bit odd that at least 2 of the promoted teams are expected to avoid relegation unless I've been overestimating the quality of the division.

"Avoid relegation" is the lowest expectation any chairman will have. It's not so much that you will, it's that he expects you're too shit to do anything but fight to not be relegated.

What's the deal if a player seems to have NMF next to his name forever? If I sign him will he take weeks to get back to fitness?

(sorry)Once you sign him he should start healing. I don't think it'll take weeks for him to get to match fitness.
