Pogba rejoined us in 2016 because he saw us bringing in Mourinho and regaining our past glories. That didn't work to plan and he has considered leaving but changed circumstances of late give him an important decision to make now. The Premier League is clearly dominant in the world as evidenced by us having a monopoly on the top managers (Guardiola, Mourinho, Ancelotti at Everton!!!, Klopp) and that, last year, both the finalists in the Champions League and Europa League were Premier League teams.
In other leagues, Real Madrid and Barcelona will always have money and attraction for players but with Ronaldo having left and Messi (slowly) declining, they aren't attracting the best talent in managers and, soon, players any more. Serie A is not top-class other than Juve but they too will struggle to get the very best. Single-team leagues like Serie A, Ligue One, and the Bundesliga will not be attractive to Pogba because of the lack of competition in the league itself and because that lack of competition hinders them in knockout rounds in Europe.
United is still the Premier League's most recognised team by far. While we were struggling without an end in sight, I could imagine Pogba wanting to cut his losses and spend his best years at a title contender. However, we are now looking like a team on the up and will attract, because of the Premier League, our history, and our money, the best players in the world. If our young talents can continue to improve, we can manage to pay for some external transfers despite the Glazer skimming tax and Woodward mismanagement.
Given that, I can't think of a better team for Paul Pogba to spend his next, most productive, years in than Manchester United. As a No.8 with Bruno with a CDM and settled defence behind, he must be looking forward to supplying world-class players (not just talents anymore) like Rashford, Martial and, hopefully, Sancho with Greenwood to join in the next few years. We could continue with Grealish/Maddison but still I would prefer we continued with Pogba.
For the first time in his career, he might need his club more than his club needs him. I hope he thinks hard before making a decision.
