Along with standing on the ball after conceding a free kick, it's cynical and rule breaking play that the refs fail to address. Aside from the cheating, it's stopping the flow of games and spoiling some entertaining play*
* a team breaking quickly on the counter attack against an overcommitted defence, is perhaps one of the most exciting phase of play in the game
